The following documents provide background information about the Virgin Islands Constitution, and in particular, the process that gave rise to it:

The Report of the Constitutional Commissioners (April 15, 2005)

Executive Council approved the establishment of the Constitutional Commission in February 2004, giving the Commission seven terms of reference. Chief Minister Dr. the Honourable D. Orlando Smith launched the Commission at a press conference on April 26, 2004. On April 15, 2005, the Commission Chairman formally handed over its report, which was subsequently accepted by Executive Council. It was laid on the table at Legislative Council on September 15.
